ICA ACTIVITY to Study the Co-operative By-Laws of Primary Societies Commissioned 

In order to prepare By laws that adequately reflect participatory governance and the functional and financial management and sustainability & to uphold the interest of the primary co-operatives in their right to co-operate and operate autonomously to undertake functions of an ethical enterprise to secure the prospects of cooperative model of business, the ICA Asia Pacific has commissioned a study of By-Laws of Primary Co-operatives from Asia Pacific region. The ultimate objective of this doctrinal activity would be to promote the adoption of co-operative By-laws through a ‘conscious participatory process’, the corner stone of participatory governance and Democracy. The activity is positioned to bring out a study covering the vast Asia Pacific region and will reach out to the primary level societies and unions with the help of its ICA members.

The ICA AP Strategic Objectives drawn at the 10^th Regional Assembly lay down the need for what is a ‘sound-tuning’ between cooperative laws and commercial laws, and between cooperative laws and government policy provisions.  The activity is an effort to scrutinize by-law making powers of primary societies from the angle of cooperative jurisprudence and the Rule making power of the Registrars/Regulators of co-operative societies that affect the functional autonomy and the financial sustainability of primary cooperatives.

The study shall include a draft-outline for a model By Law and promote the Guidelines that will be arrived at during the Registrars’ / Regulators Conference.
